Since this year, all departments of Weifang Hi-tech Zone have been working around the No. 1 Project of “Double Encouragement and Double Invitation” by further defining measures and innovative methods, actively shouldering responsibilities and taking actions, to make contribution to the project in the whole district.

Optimize Business Environment
To further implement the whole district’s spirits delivered on the economic work, the contracting and aiding accountability system is implemented between cadres and enterprises that each member and each section in charge are required to take responsibility of and aid at least 7 to 8 cultural enterprises above scale. Those enterprises shall be investigated one by one to understand their development and any problems, to solve their difficulties, to continuously optimize business environment, and to provide excellent services for enterprise development.
Reinforce Review and Approval Service
Enlarge Market Bodies
A reform in cultural review and approval is initiated to “separate certification and licensing” and for “Do a Good Job Well”, including define review and approval processes, and simplify service procedures, in order to promote the attractiveness of the development in cultural market, and the enlargement and strengthening of cultural industry. Meanwhile, the responsibility awareness of work safety will be enhanced, and persistence will be embodied in work safety by appointing a third party evaluation agency of work safety to search for and control potential hazards in work safety, to ensure a continuous and stable safety tendency of cultural market in the whole district.
Highlight Project Driving
Support Industrial Upgrade
To highlight project driving and improve working efficiency, all cultural enterprises in the whole district are required to recommend and declare key projects in the cultural industry of the whole province for the year 2019. With enhanced communication in business and cooperation to the Propaganda Department of CPC Municipal Committee, Ge’er Group is supported to complete the declaration of the 11th “China Top 30 Cultural Enterprises”. Efforts shall be made to promote the transformation and upgrade of cultural industry, guide the integrated development of culture, tourism, education, science and technology, conference and exhibition, and finance, to make innovation in cultural production and consumption model, and give birth to new motivations for developing cultural industry.
Intensify Policy Support
Make More Efforts in Investment Attraction
More efforts shall be made to popularize and interpret related supporting policies for cultural industry, and enterprises are required to apply for supports and awards from Weifang Hi-tech Zone. Provincial and municipal special funds for cultural industry development shall be a model and a guide to support key cultural enterprises and projects which are promising and highly driving. For “Top 10” industries, we shall actively introduce in more resources and take the lead to carry out work such as green and intelligent construction industrial park, “Recruitment Program of Global Experts” Expert Wang Lijun (Team). Related functional departments shall be assembled to demonstrate the feasibility of those investment attraction projects, and follow them up.

Expand Cultural Influence
Ge’er Group and Weifang Cultural and Creative Industrial Park will be organized to participate in the 12t China (Weifang) Cultural Arts Exhibition and Trading Fair to provide an exhibition and popularization platform for high-end products from cultural enterprises, to promote the popularity of cultural products. 8 exhibitions, including the 4th Hi-tech International Arts Festival and Hi-tech Cultural Elements Exhibition, will be held, while other arts shows will be organized. The arts festival has attracted 700,000 person-times in total. It not only promotes the cultural grade of Hi-tech Zone and expand its cultural influence, but also bring citizens a feast of arts.
